Jim, I just tried to install EditVoicepack 3.1 and it said it still needs .NET 1.1.

Sorry but I don't know what to suggest. I have 4 versions of .NET installed, none of which is v1.1, and I have had EVP 3.1 installed on my system. Not sure if it is because of my Windows flavor or what.

What do you have?  The only one showing for me in Programs & Features is 4.5.1.  And that is after a fresh install of Win 7 Pro 64-bit and running all updates.

2.0.50727

3.0

3.5

4.0.30319

.NET versions may be a manual update not handled by the Windows Update system unless it is a security update.

So did you do those installs on your own?  A fresh install of Win 7 doesn't supply those.

Just looked some things up to verify, and it seems, from an official perspective, that Windows 7 is in the same boat as Windows 8 (cannot run 1.1). I thought it contained it since the installer requirements said Vista or earlier, but that was actually due to incompatibility, not the presence of the package. My apologies on that one. I've edited my original post to reflect this info.

So, you'll either have to look up one of the (somewhat complex) workarounds to install .NET 1.1 on Windows 7, use Windows Vista, or get EditVoicePack X which supports a newer .NET.

It's no big deal installing Net 1.1 on Windows 7. It installed here without a problem.

Plus, the developer won't get back to me.

.

Why should the developer get back to you? The developers site (which you'd already linked to) makes it clear that NET Framework 1.1 is needed for EditVoicepack 3.1. You also found out that for yourself.

EDIT

I called Command Prompt with wmic /namespace:\\root\cimv2 path win32_product where "name like '%%.NET%%'" get version and got this list;

1.00.0000

4.0.30319

4.5.50932

4.5.50710

4.5.50932

4.5.50710

4.5.50938

4.5.51641

I haven't specifically installed any versions of NET. That suggests that other applications have installed them as needed.

Clearly that's not the case though.  People are running Editvoicepack 3.1 without having installed .NET 1.1.  I know that .NET 1.1 can install on Win 7 machines (I've done it too) but for whatever reason I'm having troubles with this machine.  I'm setting up this new(er) Win 7 64-bit machine mainly for FS and I'm extremely frustrated at the issues I'm having so far.  I'm tearing out what's left of my hair.  There is another big issue too but haven't even brought that up yet.

Good to hear about that. I saw mixed results in my search online. Never personally had to install 1.1 for anything that I do.

.NET 2.0 through 3.5 are built-in to Windows 7. The only ones that technically need to be manually installed are 1.1 and 4.0+.

It can be a big deal.  I had problems with mine.  I had to end up creating the .msi on a different system and then trasnferring it to mine where it successfully ran.  I wasn't expecting it to work but it did.  I can't help think there is still something flaky going on though.

I can't remember what older program I needed it for but it installed ok on my box. W7 64 Pro.
