You will find it in your original CD's.

Just do a Repair Install.

There's a default Shaders HLSL folder available from the official DX10 site, find the link on this page:

Delete the shader cache, will be rebuilt by FSX next time you start FSX, if I'm not mistaken....

Dont confuse the appdata/local/ "Shader" folder with the "Shader HLSL" folder. It will not rebuild. Many have!

These are not part of the cache.
