The entries are required for many addons such as the Addon Manager for FSDT which allows for the Addon Manager to show up in the FSX Menu and entries for PMDG, RAAS Pro, etc. If you are not using any entry in the dll.xml, you can disable it by changing the second line for each from False to True, save and it will not load the next time FSX is started.
