Does this means the CPU is the bottleneck?

 

Yes. P3D, like FSX, isn't designed to make optimal use of all available CPU cores in all situations, so it is common to see one CPU core at 100% while the remaining aren't doing much work.

CPU #1 runs at 100% when using Prepar 3D

The other CPUs a lot lower.

GPU usage 70%

i 7 4770 @ 3.5

 

i have the same CPU as you @4,6GHZ with HT=OFF and A.Mask =15 and have great performance.

If its a 4770k you might want to try overclocking (with cooling that maches offcause). It will give you a nice boost around 15-30%
