Again, it doesn't matter that there is no visible moisture, precip, not a cloud in the sky for miles and miles and miles. Every time, he says wait to start engines due to icing conditions. Really!?!??!? And today, less than a month after you initially opened this thread, the new GSX update detects possible icing conditions (below 8°C) only if it's Raining, Snowing OR if the Dew Point is close the Outside Temperature, meaning high moisture in the air. About the only thing that would be really great would be if we could have the de-icing done at the airport de-icing pads (where they are equipped), such as FB KDEN, probably your own KORD, KJFK instead of at the gate. The "Deicing pads added to Zurich and O'Hare" line of the release notes, should tell that we are in fact working on this, right now is made using the Deicers that were originally supplied with these sceneries, but in the future this will be possible on any airport with the proper GSX deicers, with the ability to define a deicing area in the scenery customization page.
