Make sure you have a folder - FSX\propdefs, inside should be ~25 xml files. Each one of those files provide a "schema" and/or operation parameters for just about every part of flight sim, including the flight planner. Check to see that you have propflightplan.xml in that folder If so, make a copy of it and place it on your desktop. Open that desktop file with an internet browser (IE, Chrome or Firefox) and see if it throws an error. (Browsers parse .xml files for basic sytntax errors) If it throws an error then you need a replacement or a XML guy to repair it for you.. If not, sorry, no other ideas.
