You get a registration key that can be used after downloading the installers straight from the fsdt sites, then starting up p3d, going into the addon manager after loading a flight, and entering the keys for each product to activate them

The chart you provide a link for is clearly indicating the use of I-HNL for DME use, and I-HNL is the ident for the ILS.

The chart the scenery is supplied with, which were current when the scenery was published, indicates the use of the HNL VOR as a DME, since there was no DME on I-HNL back then, and it's labeled "LOC I-HNL", while on today's charts is labeled "LOC/DME I-HNL"

So, the scenery might be a bit outdated, but it's accurate to the charts its supplied with.

Here's a screenshot from ADE after opening PHTO stock airport, showing that ITO it's present in the default scenery, so we haven't duplicated it. It couldn't be otherwise, since the default scenery also has Approach procedures based on it, which wouldn't work if it wasn't there.
