I'm well aware that you can apply for a refund for non-delivery of items. I was attempting to provide some balance to the discussion that PayPal is somehow a free-for-all and that people are more likely to get scammed when using it. Not once in over 10 years of using it, have I had a problem either as a buyer or as a seller when using PayPal. Of course, I'm only providing my own limited experience, but as a buyer I haven't come across a situation where using PayPal to make online purchases can be considered risky.
