September 27, 20205 yr Steam seem to have abandoned their earlier leniency towards extending the refund policy. When I was getting frustrated and seeing red mist during my re-download nightmare last week, I tried and was just knocked back with the standard declined message. (Over 2 hours in game and/or owned for more than two weeks). So I guess once you've bought it you are stuck with it, unless you refund before trying to install.
