External FPS limiters do not work ?

I set in NCP max frame rate to 40. But if i look inside the sim using developer mode i can see the FPS still going to above it up to 60+ 

I got V-sync off both in-game and in NCP. 

 

Any ideas ?

It works on my end with latest drivers

NCP at 25FPS /4K resolution but also 25HZ TV and no VSYNC /60FPS limit

Supposedly NVIDIA Control Panel and NVIDIA Inspector do not work with UWP applications, though some have noted success with them. RivaTuner Statistics Server, via MSI Afterburner, has been confirmed to work however.

Riva Tuner also works.
