Steve-o says it and it just sounds funny (not sure if I'll ever get used to it). I'm not sure why you think that out of all the words that begin with the letter TH, that the number three is pronounced wrong by Azure TTS. It isn't. Read wsmeier's post above. The ICAO pronunciation of the number three is "tree" and has been since 2008.
