I did not change the installation path. What I did - I checked the install consistency in Steam, apparently it deleted the packages. 

I restored from backup, now it wants to download only ca. 8.7 GB, but it's constantly restarting on the file mentioned in the first post. 

The idea of 2-stage updates (Steam first, then in-sim) seems crappy to me, never heard of such approach before.

What is the issue, button still greyed out? I did see that mentioned here a couple of times.

If you have issues with Japan download, it means you went past 1.9.3.0 update. You are lucky, so please don't hijack my thread, which is for the unlucky souls stuck at the base update. 

I suggest creating separate thread for Japan scenery issues. 

Don't you think Asobo should release Greece scenery - kind of Zorba the Greek story - "what a beautiful disaster". And we should all learn the Sirtaki dance 😞

Same problem here in Spain since the previous patch (1.8.3). I have a good 4G connection with download speed around 50 Mbps but with a data cap of 60GB which is also another problem...
Before to spend money with NetLimiter look into your router settings, mine has a bandwidth limiter.
It seems to download correctly at 2 Mbps but you need to have an eye on it because last night it downloaded 10 hours but with very poor success rate so I had spend a lot of data for very little progress in my files.
What I don't understand is why the first install (92 GB) had no problems and also why some seem to solve this download problem reinstalling, so re-downloading, the whole 92 GB. Could be because the patches and the install don't come from the same servers?
This seems definitively be a Microsoft servers problem.

I hint to those with update downloading issues (endless restarts downloading update packages). I was never having such issue before until last patch. I just realized that a couple of days ago I enabled in sim the bandwidth limit to 5 Mbps. Possibly this was causing the dowlnoad issue. I will check it with the next patch.

Thank you a lot Man, you are a genius! This totally solved the issue and mine it's now downloading all this problematic "bigfiles" at full speed without any issue. This also explains why people can reinstall the game at full speed. I can see in task manager that the download is now continuous where it was sort of 'start/stop' before.
I was stuck since first patch and tried all sort of wodoo without success. This is THE solution. Man, make it know in forums because people are getting crazy with this ans its definitively a Microsoft/Asobo problem which they have to patch (I think very easily).
