A good point. Saying that correct parameters were not a priority may be better.  However what Bossard says is between the two "privilégier un autre type de vol : le vol visuel".  Privilégier is to give priority.

Your second point is more debatable, just a statement that you do.  In practical, because they had visual flight as a priority, IMHO having airliners didn't make sense straight away.    IFR , another issue, is not entirely bad by the way.
