As with many of these topics there is a lot of pollution of different issues, but main issue described by the OP is this:

- Very poor performance on the ground, especially in external view

- Almost slideshow during takeoff roll

- When above +- 1000ft everything kinda returns to normal (good performance)

All of this even with an empty community folder.

There are two solutions so far: If you don't need photogrammetry, turn it off and things should improve 100%. However, if like me, you really enjoy the photogrammetry cities there is only one (unfortunate) option and that is a clean reinstall of Windows (I used the repair function) and obviously also MSFS afterwards. For me that did the trick and everything is running really smooth again now.

The topic has been noted by Asobo I think, but if you want a proper solution please upvote the topic mentioned above.

I think there will be another solution other than just reinstalling windows again. This is very bad.

I agree.  If a clean install puts it right, then there could be some clutter or a config file that needs flushing out if people can trace it.  

To keep reinstalling stuff is like using a sledgehammer to crack a nut, but I understand why people have to do it while there is no other solution.

just to confirm - photogrammetry is off for me, no frame rate issues on the ground.  I might turn it on and see if I can trigger it just to test for myself.

Just to report, flew ELLX to LSGG last night and starting on the ramp with the new Kodiak, cold and dark, FPS settled at 38-39. Ahhhh, so nice. Back to normal. Landing in LSGG the performance was good too. Departing LSGG this morning I again saw upper 30’s for FPS. Landing in Zurich, I suffered some fps on the ground there. 18-28.
