Your card is good enough, you are definitely CPU limited for sure. Adding more memory will not give you smoother experience nor higher frames.

Dumb question, if i did upgrade my CPU, would it be easy for a non technical person like me to install or would it be better to take it to some place that could do it for me?

How do I know what would be compatible with my PC?  And is this something I would be able to get on Amazon or go to a specialty place?

I should also mention that i have an 1151 connection on my motherboard.  Do any of the new i9's have that type of connection or would i need to upgrade the motherboard too?

Unless you go with the new 12xxx series Intel, you could re-use your RAM if $$$ was an issue, you would definitely need a new motherboard though and possibly a new power supply depending on what you have now.  There are some great "how to" vids from places like JayzTwoCents and Paul's Hardware and others on YouTube if you want to try it yourself.  If your current system is pre-built though you might have issues with even simple things like case switch connectors and such depending on who it's from as they might be proprietary and there may not be room in the case either for the needed cooling.

You haven't posted what you have really, is it a off-the-shelf branded pc or is it custom built?

The i9900K should work with your current system (I would make sure your bios and mobo does support it and check you cooling solution make sure it will be enough for the i9) you should also see performance improvements. If you want to minimize hardware changes then yes the i9 9900K will be the way to go. However, having to spend $566 for something like 24% increase in performance, it something to think about.

Based on OP info: "Motherboard: ASRock Z170 Professional, Intel LGA 1151", the 9900k is LGA 1151, so It should work, but of course one would need to make sure BIOS and mobo actually supports it.

Just checked with ASRock website and this:

Supports 7th and 6th Generation Intel® Core™ Processors (Socket 1151)

This means that your mobo although socket 1151, does not support 9th generation cpu's.

Good news is based on the overall specs you posted, that is not a proprietary case etc so you really would just need a new motherboard and CPU.  Faster RAM wouldn't hurt either, but you could definitely use what you have.  I'd recommend an updated version of your CPU cooler as well though.  9900K run hot, and not only is your current cooler an older less capable model, but also being a closed loop cooler that's older it will have "leaked" some of the coolant due to the fact that all soft tubing is susceptible to permeation on a microscopic level over time
