Hence why I emphasised we are talking about cars. For cars, I would say primarily safety. The WHO seem to think its safety. see previous link. 

In relation to other forms of automation, could be profit, could be safety, could be other factors, could be a combination of all. It depends on the application. Safety might be a priority for one application, profit might be the motivator for others.
