 Hard to say, there very well may have been more than just those 3 AI in your traffic radius as overhead Sheridan are quite a few busy high level airways.  My experience playing with 10 IFR in FSLTL and nothing else gets me a lot more than 10 AI at any medium to large airport especially if it lies underneath a busy enroute structure.

LittleNavMap has always correlated well w/ RTOT and now w/ FSLTL and there were only 3 AI in LNM as well.  Moreover:  if 4 was 4%, and 3 planes were visible, then the actual number of planes over KSHR in that radius would have to have been around 70.  I just looked at FlightRadar and in that radius maybe 5 planes right now is the total.  So clearly, when I entered "4" this was not being used as a percentage no way no how.  What radius was the 10 IFR done in?  It's possible the logic is more detailed than what we're seeing as either fixed maximum or percentage of actual.
