I purchased the Piper Seneca from the marketplace  and it isn’t in my drop-down list of aircraft.

First thing to do is check it is not under a different name to what you expect. The Seneca is probably under "C" for Carenado.

If it is definitely not there check your content manager under "profile" and see if it is installed correctly.

There are still planes that run in DX11 or DX12 and some that only run in DX11. Not sure about the Seneca, I know the Cessna 310R doesn't run in DX12, at least not on my machine.

I always restart MSFS after downloading from the marketplace. I had issues with airports not being injected into the game that i had just purchased until after i restarted the sim.

if there is one thing I have learned from simming for 40 years - is ALWAYS do a restart after installing anything new😉
