1) are you using the stock frequency and default bios settings for the CPU or are you using any kind of overclocking ?

2) I have always used Intel CPUs, where I had a “turbo boost” option in the bios to increase the CPU clock (not the manual overclocking, but just the turbo frequency boost which needed to be enabled in the bios to have the CPU max clock increase), but with the 7800 my understanding is that the increase from the base 4.4 Ghz clock to the boost 5.0 Ghz is enabled by default… is my understanding correct ?

I am just using PBO -20 which after reading and watching videos is the way to overclock 7800x3d. Only that, not using any turbo boost

Just wondering, do you really need to reinstall the bios if you do a clear CMOS?, I've cleared mine a couple of times after failed boots from changing settings in Ryzen master and not reinstalled the Bios. As far as I can see it just clears the settings in the Bios but the Version is still the same.

I'm no expert though so advice appreciated

From what I understand, negative PBO affects the voltage / frequency curve, so instead of overclocking, you are undervolting. Which results in lower temps for the same frequency. I am using PBO -30 without any stability issue, and the 7800X3D never exceeds 60°C in game. And it is a mini ITX case, with air cooling.

Yeah correct is undervoltaing. I was using -30, but I have noticed some instability like random freezes or random restarts. Lowered it down to -20, looks to be better but too early to say (I just changed it few days ago)

When modifying the PBO curve, you should immediatly do a CPU stress test. For exemple Cinebench or CPU-Z for 10-15mn. This will test the worst case scenario - all cores at 100% - which never happens in game. 

The same way, when undervolting my GPU I do a Furmark stress test to spot any instability and/or artifacts before adopting my UV curve. Temperature and power draw gains are even more spectacular than UVing the CPU.

I think it resets to the factory settings that the motherboard came with when you bought it, but I'm not sure if the BIOS version itself also resets to the one that applied when it was manufactured, but the version that is installed is noted on the first page in BIOS.

Be sure you use the latest AGESA Bios version, it is much more memory stable with the latest one.
