I also tightened the timings and applied a mild RAM overclock from 6000 to 6200MHz (higher than this caused instability issues). Not sure what offloading unnecessary defaults mean. I'm not using Lasso as I've been under the impression that it's recommended to let Win11 handle this automatically with the 7950X3D. I used Lasso with my previous CPU though (12900KF). 7950X3D | RTX 4090 | 64GB DDR5

Upgrading your RAM to 64gb would likely help as well. I had a noticeable uplift in perf with this chip after upgrading to 64gb and tuning it. Try assigning background tasks (AIG, etc) to CCD1 with an affinity mask and see if it helps.
