The FAA has a ton of Radio Fix and Holding Data Record (8260-2) for the RNAV RNP approach especially this one. Apparently even with the bulletin telling ya not to photo the approach charts the 1:1 lateral re-creation can be obtained by checking the public document and revisions for the waypoint and CNF. It works great as you could be able to even find out in public data like Garmin the RF leg center (CF---) and you can compare it to the 8260-2. The only thing you have to ask is the minimums and the exact glidepath down the runway (which you can analyse by using existing documents like 8260-58 or 8260-3).

Now, yes. But none of this was accessible back when these procedures were first created. As I said, it's a holdover attitude.

That said, even things like minimums wouldn't do another operator any good as they would be flying to a more restrictive TERPS criteria than Alaska's anyway, so they would - at best, if they could do the procedure at all - have to use higher minimums.

I was just in SBA last week (I fly for QX), and we were discussing whether the RNP-M was something QX had paid to develop, or if we'd just borrowed the Alaska procedure, since Horizon doesn't fly in there anything resembling consistently enough to warrant spending the $$ on a proprietary approach ourselves.

Since Horizon is a wholly owned subsidiary of Alaska Airlines, they probably have full access to to proprietary approach procedures that were originally developed (and paid for) by Alaska.

I know our tech pilot department has built approaches for Horizon in the past; I'm unsure if Horizon has their own department these days. We have an RNAV-M in both directions at SBA, I would expect Horizon uses the same approaches considering they use the same designation. Unsure who had them first though... Probably Horizon? We've only been taking 73s in there for a few years now.
