After the FO has done his FO TAXI FLOW he will call out the following cheque list:

START LOCK(S).............. “REMOVED” – C

INSTRUMENTS ......_____._____”CHECKED” – B

I don't want to patronise, but make sure the start locks and control/gust locks are removed:

• Start locks are disengaged by pulling the thrust lever in to the reverse range, until FO announces "Start locks removed"
• Gust locks are on a handle by the right hand side of the pedestal, to the left of the FO's knee. If it is visible from the Captain's viewpoint, you will need to disengage it by pushing it down with a click.

I often forget about the Gust Locks.  In part because I never set them when I'm flying alone, in part because the FO does it when I'm using FSUIPC.  I have forgotten the Start Locks every once in a while but it's the first thing that crosses my mind if I spool  up and things aren't right.

It looks like something is ' blocking ' or ' controlling ' your throttles... so

 

I would think you are already on the ' trail ' by looking at scripts and configs from FSUIPC .

 

1 - disable fsuipc or remove any extra scripts you have running so you are as close to ' default ' out of the box config as you can get. ( maybe saving your cfg / ini file and starting from scratch )

 

Do your throttles work now ?

 

If so then you are going to have to isolate what is controlling your throttles in fsuipc.

 

I don't think start locks are the issue since your throttle levers are not moving.. ( even if the locks are engaged, the throttle levers still move all the way forward )

 

The gust lock is another story though... ensure it is not engaged. This will give you the symptom you describe.

And there it was.  Sliding over into the right seat, moving the yoke out of the way, the gust lock sticking up.  I released it and the throttles were fine.  (Shaking my head in disbelief.)  Lesson learned.  Thank you.
