What does this option do? Does any of those options increases load on graphics card? Have impact on stability (OOM and things like that)? Is there any consensus what's the best option for FSX?

You should set it to 1, it has been reported that can eliminate stutters. Here is how you should set your fsx profile in Nvidia inspector: http://imageshack.us/a/img163/7515/capturelfo.png

 

note: you must set in your fsx options, on "graphics" section - filtering to anisotropic, and target frame rates to 30 with this settings for best visual quality and smooth flight.

 

important: check that your monitor refresh rate is 60Hz - go to Nvidia control panel and under "display" select "change resolution". You will see there Refresh rate displayed.

If refresh rate is 60Hz, everything's fine. If not, you must change "vertical sync" option in nvidia inspector to "application controled", othervise, you will get heavy stutters.

 

You can google for "Word Not Allowed's Flight Simulation World" and just apply all settings you find there. It's generally accepted guide for modern hardware. For me, this guide was a miracle

DX9 and DX10 are designed to utilise pre rendered frames. When the fixed fps setting is used pre rendered frames are built when time between frames allows. The fixed setting appears to reduce the available fps because it is time used to pre render a frame. FSX has to stop and collect scenery or communicate threads and so the next frame may not always be available on time without pre rendering. A lot of monitors are 59Hz so the logic of synchronising FSX frame rate to the monitor would suggest fixed rates of 29, 19, and 14, but I've not found it makes a difference. The let app decide settings allow up to three pre rendered frames.

1 or 2 or 3 or whatever it do not matter!! trust me i can prove it,

 

i say it again FSX DO NOT CARE ABOUT YOUR GRAFIC CARD AT ALL!!!!

If you're a TrackIR user then this setting really matters. 1 is the way to go as higher values adds unwanted latency.
