hmmm reminds me of a lua/fsuipc/vlc solution I created awhile back to control streaming live atc playback based on the tuned fsx radio freq.  I have it set up for a few select airports where I can actually tune in the appropriate freq. and hear live atc chatter relevant to that airport.  Wonderful for immersion.

 

I should really write up some documentation (I suck at that), and release it to the community.

No one answered your question OP. You are not crazy as this is in the default fsx atc module. If you vacate a runway sometimes this audio will get stuck in a loop before you get the ground hand off so you will hear it easily. The default atc will play such audio behind the actual phrases, to give a dry yet realistic sound.
