I really don't know it CRAR is one publication or several publications like the link in your post. Maybe Kyle Rodgers will see this thread. I believe he would be the most likely person to have the answer

The CRARs are not published with the Navigraph charts as they are not necessary for Flightsimulation use. Altough it could be very helpful for simmers to have the legends for the charts. Zjhe site you mentioned depicts the A-eronautical I-nformation S-ervices for the specific countries.

I came up with the U.S. by doing a Google search using the following - United States rules and regulation for aviation. And the UK the same way except I substituted  United Kingdom for United States,
