I've gone to the PMDG operations center and downloaded a new livery for the 737NXG, however when I open up P3D it still shows the "PMDG" livery. What step am I missing?

Ensure you have checked the option to show all variants, and not just showing favorites.

I'm selecting from the change vehicle menu, I have nothing in favorites.

P3D has an odd sort. I think ours will show up as a manufacturer of PMDG. Some liveries will show up under Boeing. Just need to look for it. There's also a search box at the top right of the aircraft selection screen. Type 737 in it.

Main thing is P3D has this checkbox that makes it only show the first available livery. So you might need to change how that is set up.
