I have W10 1903 update aswell. Next Q that come in my mind are: Did you run the Installer As Admin? Did you disable AV for the install and did you add AV Exceptions? Do you run ENVDIR as admin? If all the above receives a positive answer, the either you try to reinstall the complete ENV suite or....there is no alternative that comes in my mind...
