I don't fly XP11 often so not really that familiar with its ins and outs. But based on P3DV4 I would expect see either the CPU or the GPU up against its limits and that would limit its performance. My system is quite beefy but just running XP11.41 now I noticed that I was getting about 25fps while my GPU was moseying along at less than 50% and the CPU likewise. Neither one really stressed at all. Neither was I using more than 8gb of my 11gb of VRAM. What gives? Am i missing something.

Have you disabled threaded  optimization in NCP ?

Also it probably depends a lot on where ( what scenery ) you're flying and what weather it is depicting.

Try running good ORBX scenery, the best available mesh ( HD Mesh v4 ), SimHeaven v4, etc... and you'll probably see things changing.

Even if poor - graphically and effects wise - compared to what P3D / FSX can give you, unless you use xEnviro which I heard is better but rather heavy, and unless you try to find a more complex aircraft lightly comparable to the most complex available for P3D like PMDG / FSLabs stuff - not easy to find in XP's world unless you go, probably, that SaaB 340 or the TBM-900, maybe the Toliss 319 and the FF 320 U, it is probably not going to push your GPU and CPU to the limits.

Anyway, wait for that "Vulkan" thing and we will see...

In XP the main thread (program if you like) is running on a single core. If you did not enable threaded optimization, you will see one of your CPU cores to be pushed up to 100%, the others are used for various work like preparing scenery, other stuff running in the background and so on. With threaded optimization in Linux, I now get up to 50% of CPU utilization, it used to be a bit over 25% (1 of the 4 cores running at 100%, the 3 others almost idling).

CPU core usage will change for the better when Vulkan/Metal comes around.

When looking at tray tool numbers, I recommend what's commonly referred to as "common sense". If your X-Plane runs at 25FPS, it's pretty clear X-Plane is (over)loading your CPU just fine. There is no secret switch that denies X-Plane to take "full advantage" of your CPU. Rest assured, your CPU is "stressed".
