It actually has the same effect as Unlimited when combining with NCP at 29, but makes better use of FFTF settings.

Core0 usage is still down substantially, compared to limiting to 29 or 30 inside P3D.

Bert when I do this I lose frames compared to vsync on and unlimited in the sim.  Now it does seem to make FFTF dynamic work but I only recover what I lost - so a bit of a zero sum game unless I am missing something here.  Smoothness is very subjective but I could see no difference.

As I said: Try it...  YMMV 🙂

If I limit with Vsync.. the sim will attempt to run at 60 fps which is my monitor refresh rate.  If you have a 30 Hz monitor, that would be different..

Bert, might I ask what other parameters you set in NCP? There are various for things like anti-aliasing which could interfere with sim settings.

I only set the fps limit, nothing else.

Correct.

The only reason I use NCP to limit my fps, rather than limiting it in P3D, is that my CPU Core0 usage is much higher if I were to limit fps to 29 in the sim.  So, I have found that setting it to 120 in P3D, and 29 in NCP does the job for me..  YMMV..

There's a setting called Threaded optimisation - I thought that was the same as HT.

No, Hyper Threading can only be set via BIOS and is not the same as that. See https://www.tomshardware.com/reviews/hyper-threading-intel-definition,5746.html for a discussion.
