The consoles are unlikely to push streaming at all, because the point of buying a console is being able to play your games locally. You don't need a console for streaming - just a screen the stream can go to. The xCloud closed beta, for example, was on cellphones. If you're streaming a game, the "console" is in a datacentre somewhere.
