Did somebody throw a parachute out the window? Did he see somebody carrying a special one over the tarmac and they dropped it? Did an airplane have a bomb bay and he noticed they had opened the doors so he reported they had ‘dropped’ a chute for somebody? Oh! Do you mean they DEPLOYED their emergency parachute?
