Presumably we will see more VRAM in use for those who have it.  If that doesn't happen, I wonder what was sacrificed elsewhere?  I put in a zendesk ticket on having the sim evaluate available VRAM in runtime and use it fully as able.  Right now I often see only about 50% of VRAM in use.  Today at Roman Design's CYOW I saw 9.1Gb of VRAM in use.  I noticed as long as I kept Render Scaling at 100% (vs 120-130) fast panning was very smooth.  Still not convinced I'm getting anything meaningful from RS 120-130.

I have tender scaling at 120 100 80 etc 

and still panning  stutters persists.

even on medium settings.

needs to be addressed!

I also have a 1080 TI and run a 43" TCL 4 series. I run at full 4K in the sim with the render scale at 70. Even with medium or low settings with 4K and a render scale of 100 my poor 1080TI is screaming. I did lots of testing last week as I only just got this TV and found the way I am running gives me close to 60fps, as this TV is 60Hz when you are at 60fps panning is super smooth. What I tend to find is that at busy airports on the ground I get a few stutters when panning but once in the air it's a solid 60fps all the way and smooth as butter.

I went with a mix of settings that gave me a nice sharp result in the cockpit and still looks good outside. I have a weaker CPU than you but it typically sits around 60% utilized, as long as I keep my GPU around 90% I get great results. I was worried that my GPU would cope with the higher resolution but have been pleasantly surprised. I'd love a 3080TI but not prepared to sell my internal organs to get one here in Canada.

Jeeese I should get a better res monitor.  My 27" at 1080P barely makes my GTX 1080 Ti work haha.  What's your CPU @RJC68 ?

I too was running a 1080P setup before (42" LG LED TV) and I found my GPU sat around 60% utilized. I am running an i5 9600K @ 5Ghz - Check my specs below
