I believe amphibian plane can be IFR equipped, but I'm afraid all water landing are VFR only. May be in airports like PAKT which has paved runway and waterport next to each other, pilot can shoot ILS to PAKT and then circle to land on water. I don't know really it just my guess. October 7, 20223 yr IFR approaches don't have to be for specific runways, essentially just cloud break procedures to an airport or water aerodrome. I work with A LOT of floatplanes and more often than not they'll fly as long as it's VFR or SVFR and just stay under the deck operating over the water at 100-500 feet for their entire flight. i7-13700KF, 32gb DDR4 3200, RTX 4080, Win 11, MSFS 2024

October 7, 20223 yr I've seen float planes shoot an ils and once beneath the clouds (assuming 1 mi flight vis) request a special vfr clearance to exit the class D or E. So that's basically transitioning into class G in the USA - plenty of wiggle room if you're a competent pilot.
