I have exactly the same problem as you, i'm pretty sure i found some forum ages ago saying that it was an fsx bug. It dosen't normaly happen after a fresh install of fsx however after a while i have this issue. The wind also seems to play a big part in it however what your talking about is a bug...I think.

I did the transition when the NGX came out. best choice ever. However one word of warning I don't use the saitek software as it's shocking in my opinion, I just set it up using the FSX control settings. Also the yoke is so much nicer than the x52 it's much nicer plastic and feels like it could be from an aircarft.

Yes i'm using the defualt airport. I had another go, looks like i was just being stupid, i just didn't end up intercepting the localiser because I started my turn in the wrong place. However I now have a question about the NDB. How do you know when you have gone past it and you can turn to 264* ?. I never really got the hang of ADF

I have been trying the West DME approach to runway 08 and I have just one problem. On fsx the OEJ localiser does not strech out far enough to be captured at D20 like it says on the charts. Any ideas?
