Yeah, i know there;s none out there. But man oh man i wish someone would step up and make one. It would buy OVER 9000!!! copies. but do you guys thing wilco or aerosoft or some developers would be willing to manipulate the ATC.cfg file? (I doubt that's a real file) but the file that controls the ATC.
I don't understand why you are so eager to get an ATC program for fs9, when there are much much better software options that are dedicated to exactly what you want...? :(

b/c it is a flight simulator, not an ATC simulator, that is why they have ATC simulators...That is like asking why you wouldn't wan't to drive a race car in FS after you flew to the Daytona Speedway for the Daytona 500... Or why can't I race in Monte Carlo in an F1 car after I land there? Because there are sims dedicated to just that...Just my .02-Paul

Well racing has nothing to do with flying, but ATC does. Is there anyway? Like could someone possibly try iy?

Alright, so I found a new thing that might help: Here Is there anyway to integrate this type of program, so instead of listening to the real ATC, you tell the planes what to do like that program?

ya, but it is still pretty cool, not that I would spend that kind of money on it, but cool neverthless.

No offense Honkey but it seems a bunch of us have already told you repeatedly there is nothing out there to allow you to act as ATC in FS9 in single player mode. All you pointed us to was an overpriced AI option most of us have known about for years...So....You can either go control on Vatsim or get an ATC simulator as has also already been suggested numerous times but unless you want to write the program to sell those 9000 copies you spoke about earlier there is no way to do this in FS9 period end of story nothing else to question or ask about or get back on topic to; it doesn't exist... (but you can keep asking over and over hoping to get the answer you want)Was that back on topic enough for you? :(
