Confused about external frame limiter

I have been using the external frame limiter set at 30FPS. However when I check my FPS they are never limited to any value. FPS may be as high as 60 and as low as 18. Is the purpose to keep frame rates from going over the setting or under the setting, or neither?Thanks. Bob G.

That must be the FSX engine chunking up the workload.  Worst case examples are when traffic or weather loads - big sttuters.  The limiter just keeps FSX from beating its brains out.  Better than the FSX limiter and results in less CPU usage and cooler temps on my machine.jja

Bob, it appears the limiter is not working is all. This could be from being in DX10 preview, or not running the correct batch file. These are the only explanations for what you describe that I am aware of. When FPS Limiter.exe is operating correctly, you should virtually never go beyond the limit, though of course can fall below limit you are setting.
