This aircraft is completely XML coded. So inspecting the gauges, the modeldef (via ModelConverterX) and eventually aircraf.cfg should give a clue to all aspects that are working bad. I'll try to take a look when I have time.

After reading this post- http://forum.avsim.net/topic/423464-spartan-executive-engine-starting/#entry2824853 I adjusted the aircraft.cfg to normalized_starter_torque = 0.700 and the Cherokee now starts every time.
