I looked on Vattastic and both oceanic controllers are on, which to be is a bit odd considering i never see them online besides during events...

I see them online fairly often, especially on the weekends. You only call them for oceanic clearance & ETA's for waypoints, not really a big deal if they are offline.

I see them on sometimes. I think with the release of the 777 and more people flying those long haul flights you will see them online more often. 

Have a look this week, the World Flight event kicks off today, you can make the most of the atc and the traffic if you wish, the event is for the benefit of several charities and occurs every year.

I think most of the T7's receive CPDLC messages over FANS when crossing the North Atlantic now don't they, with only a SELCAL check on HF?

That's correct Andrew. I'm pretty sure Vatsim was planning on Implementing some sort of CPDLC
