The Air Force is maintaining those C-27s under “Type 1000” storage, which requires the planes be kept in near-active condition. The goal is that when a decision on their destination is made, they can be quickly spun up and delivered. There has been a drastic reduction in firefighting aircraft which exposed the recent firefighter tragedy in Colorado as the main reason why they weren't given immediate assistance. It is such a shame Governments in the western world continue to spend money on things that are not essentials and allow the essentials (for a household-food and toiletries for example) to be undercut. Police Forces are in the same boat.
