I have not heard of any reason as to whey public nameservers can't be used. They are public! So if they are faster than your own, maybe it should be OK.But still, this does not excuse your ISP from fixing their issues. It may also affect who knows what other sites out there! If you tell them that at least you, and maybe someone else, could be switching ISP's, they should listen.
