For FSX or FSX-SE, you have to enable DX10 Preview to enable DX10.  Your video card has to be capable of DX10 technology.  So, it is the application and not the video card that must be programmed for DX10 or DX11 or DX12.  If the application is not programmed to use the technology (and FSX/Acceleration and FSX-SE is programmed), then you won't have DX10.  When FSL A320-X has been upgraded to work in P3Dv4, then it will be capable of using DX10 technology as P3Dv4 is programmed using DX11 technology.  P3Dv3 is also programmed using DX11 technology.  This is all backward compatible so anything using DX10 will work in an application like P3Dv4 as it was programmed using DX11 technology.  It makes rain, clouds, objects on the ground, etc., look more realistic.  All modern video cards are capable of displaying DX11 technology if the application has been programmed properly.

Thanks, Jim for clarifying that. So, as I am trying to run the FSLabs' A320-X in FSX-SE, do I need to get Steve's Fixer, or just ticking the box will do? That's the bit I am not sure of.

Personally I think Steve's Fixer is a must for anyone who owns FSX or FSX-SE.  DX10 Preview is broken and you will get all kinds of anomalies at airport taxiways, runways, and other locations.  Most of it was caused by poor shadowing programming done by the Microsoft Aces Team and Steve figured that out since it was unlikely it would ever be fixed.  He has a lot of other nice enhancements that come with his fixer too.

EDIT: Just purchased. What's the recommended settings for the DX10 AA?

I just turned on my DX10 preview setting on FSXSE and it works.. Its just that things in the distance are flashy and shaky.  I assume this is normal without Steve's fix?  I am weary about downloading the fix because I am not really that good at dealing with files and formats with computer stuff.  Is it fairly easy with the instructions provided?  Not a lot of lingo that only a computer programmer would understand?  I read some of his manual and it seems fairly well explained but reading and doing is two different things.  And am I correct in that it costs about 28 USD?

Steve's DX10 Fixer is very easy to install and configure, and you're correct that his manual is well presented.  Additionally, once you've configured the Fixer as you wish that specific profile can be saved in case you uninstall then reinstall the Fixer (I've only done so once in 3.5 years, but folks do so as they need to)... and you can have numerous profiles.  If you choose to buy the Fixer you should also add Steve's Cloud Shadow add-on (it works within the Fixer).  Adds awesome cloud shadows to FSX!  Finally, Steve offers usually quick support here in his Avsim forum.
