you might try a reinstall. In my case, I just updated to 4.5 and UTL worked just as usual.

I now get the error "UTL does not have a valid registration license"

I had this once when i installed my new system and used the wrong installer. You MUST use the installer from Flight1 (with the red plane as icon) to get UTL registered right.

Reinstall fixed it, issue was likely caused by migrating my OS to a new SSD and it was interpreted as a hardware change.
