A very good way to save disk space *AND* reflect the real world, rather than just display one season static photo imagery.

State by state could be one way of delivering the scenery, but there's the risk of an artificial boundary edge at an interesting location, such as Lake Tahoe (CA / NV), Monument Valley (AZ / UT) or especially the Hoover Dam at Lake Mead (NV / AZ).
You may need to consider overlapping products and allow 'stitching' if someone wanted the neighbouring states.

Look forward to seeing how the end result, looks very promising so far.
