How on earth could a competent flight crew see those winds and known runway conditions and decide to continue with the approach, unless they had the little-known boat anchor option available to operators that Boeing includes for those airlines who routinely fly outside standardized ops? And if that's the case, why didn't the crew deploy the boat anchor? I think its gonna' come down to the fact it costs several thousand rupees to re-stow the anchor and pay for the runway damage it causes. Seems that this airline has had several occasions where they failed to deploy the anchor (or land in out-of-tolerance conditions). Two aircraft trying to land before the accident flight both conducted a go-around. When the accident flight was on approach, an aircraft awaiting departure off the same runway was notified of the runway change to the other direction by tower. Those wind conditions, wet surface, both aircraft before you going around and the runway being switched really doesn't look good.
