Sure, one can add storage, input devices and monitors, but that can also be done with a console. But if one upgrades a CPU, it's usually inevitable that the motherboard and sometimes the RAM also will need to be upgraded. And then there's a GPU upgrade. The high end Nvidia cards are more money than a console. It's costly to do a meaningful upgrade on a high end PC and not spend a lot of cash. It's like the joke about repairing the old jalopy. It was in such bad shape that the mechanic said to jack up the fuel cap and drive a new car underneath.
