No, it is fake full screen. Its actually a borderless window and WDM controls it. it is not exclusive at all. hence why you can alt-tab between applications so easily. Or have overlays such as nvidiagame bar or xbox game bars etc... 

Which is also why they develop the 'full screen optimisations' too. that a lot of people disable. Also when you play in borderless window mode you have to go though the WDM compositor.

Exclusive fullscreen is still superior for frame timing and input lag.

yes it is listed as \\FlightSimulator\.exe

What version of SKIF are you using? The October release or August release? (It will tell you across the top of the program)

Question - wouldn't editing the compatibility properties for the exe to "disable fullscreen optimization" accomplish something similar?

No, I have read extensively over the last 48-72 hours regarding that. The short answer to that question is No.
