Its actually a borderless window and WDM controls it. it is not exclusive at all. hence why you can alt-tab between applications so easily. Or have overlays such as nvidiagame bar or xbox game bars etc... Which is also why they develop the 'full screen optimisations' too. that a lot of people disable. Also when you play in borderless window mode you have to go though the WDM compositor. Exclusive fullscreen is still superior for frame timing and input lag. No, I have read extensively over the last 48-72 hours regarding that. The short answer to that question is No.
