Am I in 4K or something else?

The TV has HDMI 2.0 which is enough for 4k@60Hz. 
Try the new cable and please give feedback and we try to support you again 🙂

And change the HDMI input as described on the manual please.

i presume this read 3840x2160 @30hz which indicate a 4k signal input is being recieved. But you pc is displaying what looks like 1080p scaled to output at 4k.

Do you have a second screen connected? windows settings whould show you 2 screens at the top, numbered 1 and 2, if so have you ensured that in Windows graphics options you have changed the Multiple display setting from Duplicate these displays to extend these displays.

also in windows Graphics settings, select the Samsung display and go to advanced graphics settings for the TV this should show the Samsung model and screen resolution setting and lower down change the refresh rate from 30hz  to 60htz..

3840x2160 @30hz Yes You are right.  No I don't have second ,monitor connected.

ok, in display adaptor properties for display 1, at the bottom of the box should be a list all modes button which should allow you to select in the drop down list 3840x2160 @60hz.

I presume you have installed the latest radeon driver, with your new card?

Is the TV set to Game/PC mode?

How old is your HDMI cable, do you have another hdmi cable, try hdmi card out to tv hdmi 1 port 1, preferably with a recent cable.

It may be prudent to re-install your recommended AMD card diver with a full clean install to see if that helps.
