There is very likely nothing that de facto prevents MS/A from implementing user controls to allow those w/ greater hardware to access more complex rendering. Xbox's rendering capability will increase as well with new model releases, and MSFS is purported to be a 10y project. It will only get better or put another way, this is very likely the worst it will ever look going forward, and oftentimes it's quite good already. I think we are essentially in the fine tuning stage for cloud depiction, depending on the tools they have to work with. I don't have an exact quote, but one example is that they said they have made changes to the weather server-side after METARs were implemented (SU7 I believe).
