solution: had to re-install some 3D photogrammetry 3D cities in content manager. must have left some out after a fresh re-install a while ago and forgot they are not automatic. 

As best I can tell, there are two levels of photogrammetry in the sim.

1. Graphics settings: Photogrammetry on/off

2. 3D Photogrammetry Cities in the Content Manager

I get the best results with 1. set to ON and 2. all the 3D Cities uninstalled

In addition... Install SamScene, DD, and Orbx City Landmarks as appropriate.

This started with Vancouver in the Canada World Update, and since then I have just uninstalled all the 3D Cities.

I still get Photogrammetry buildings in the city cores, but no melted buildings and ugly trees that extend well beyond the city core.  Not sure if there is good documentation anywhere on these two settings and their impact.. but this has been my personal experience.

See my post above on the "two levels of PG"...  Suggest you try my settings: PG on, and 3D Cities uninstalled.
