Landing aircraft crew had strong case of 'get-there-itis'. Rather than call a go-around, decided to hold the aircraft off the runway until the departing had rotated off it.
ATC should have called a go-around, even if the departing was slow to roll.

Unsurprisingly, a 'tea and no biscuits chat' with DGCA investigators for the tower controller, but surprisingly the IndiGo crew (AIUI) aren't receiving similar.

I don't get what the problem is here. This is just a case of reduced horizontal separation minimum 😉

If the landing aircraft had initiated a go around, he may have created an even worse situation!
